“I didn’t lie,” he said. “I had my fingers crossed all the time as, indeed, I do whenever I make a speech, talk to reporters or chat with anyone.
“As we all know, if you cross your fingers whatever you say doesn’t count.
“So technically I never lied to the Queen or to anyone and I’m not lying now.”
He shows uncrossed fingers.
“Our Brexit negotiation…” He quickly puts his hands behind his back. “…Are going well. They are difficult there’s no denying, but we are very hopeful of a successful deal very soon.
“But, at the same time, we are preparing for a no-deal Brexit.” He shows his fingers.
“This Yellowhammer scenario…” He stuffs his hands in his pockets. “…Is an absolute worst case scenario which won’t happen because we, the government, the Tory government, are making preparations to ensure that the worst case scenario does not happen.
“In the event of a no-deal Brexit, which we do not want and which we are working hard to avoid, we are making sure that there will not be shortages of anything or price increases and we’re doing our best to ensure the free flow of traffic through the ports.
His hands disappear behind his back. “So we need a Queen’s Speech to get these things moving.
“I did not lie to the Queen and proroguing parliament has absolutely nothing to do with Brexit.”
